14 companies have submitted bids to prepare two detailed project reports (DPRs) for the construction of Jamnagar – Rajkot – Bhavnagar – Bharuch Expressway after India’s Ministry of Road Transport and Highways (MoRTH) opened technical bids today.

This controlled access highway on green terrain, approximately 316 km long, with 4-6 lanes, will have a route that crosses the entire state of Gujarat. Its eastern section will consist of an approximately 30 km bridge over the Gulf of Khambat, as part of the ambitious project Kalpasar Project between Bhavnagar – Dahej.

MoRTH had floated a tender to appoint the consultant for this expressway in June 2024 with a deadline of 1.5 years through 2 packages:

  • Package 3: Jamnagar – Rajkot – Bhavnagar (248 km)
  • Package 4: Bhavnagar – Bharuch (68 km)

MoRTH received a total of 15 bids: 12 for Package 3 and 3 for Package 4. Bloom Companies was the only company to bid on both packages.

Bidders – Package 3

  • Bloom Companies LLC
  • Consulting Engineers Group Ltd.
  • Egis India Consulting Engineers Pvt. Ltd.
  • FP India Project Management Consultancy Services Pvt. Ltd.
  • Road engineering consultant
  • LEA Associates South Asia Pvt. Ltd.
  • Lion Engineering Consultants Pvt. Ltd.
  • Pioneer Infra Consultants Pvt. Ltd.
  • SA Infrastructure Consultants Pvt. Ltd.
  • Technocrat Consulting Services Pvt. Ltd.
  • Theme Engineering Services Pvt Ltd
  • LED Solutions Pvt. Ltd.

MorTH’s Brief scope – Package 3: Consultancy services for preparing detailed project report for construction of 4/6 lane high speed corridor/expressway between Jamnagar – Bhavnagar section of Jamnagar – Bhavnagar – Bharuch corridor passing through the state of Gujarat.

Bidders – Package 4:

  • Almondz Global Infra Consultant Ltd.
  • Bloom Companies LLC
  • LN Malviya Infra Projects Pvt. Ltd.

MorTH’s Brief scope – Package 4: Consultancy services for preparation of detailed project report for construction of 4/6 lane high speed corridor/expressway between Bhavnagar – Bharuch section of Jamnagar – Bhavnagar – Bharuch corridor passing through the state of Gujarat.

The bids have now been sent for technical bid evaluation, which may take a couple of months to complete. Once this is done, financial bids from technically qualified bidders will be opened to reveal who is the lowest bidder and most likely consultant for each package.

If contracts are awarded in the first half of 2025, then we can expect the DPR to be finalized by the end of 2026. The DPRs will then review motions for approval, land acquisition and other authorizations – so right now I see the construction work on the Rajkot – Bhavnagar section will begin no earlier than 2028. The complexity, scope and price of the Bhavnagar – Bharuch section make me believe that it will take a while before work begins.

Once operational, the Jamnagar – Bharuch Expressway is expected to reduce the travel time between the two cities to around 3 hours from the current 8 hours travel time. In August I created a basic information page where I will post updates. Check it out here: Jamnagar – Bharuch Expressway – Information & Status

This expressway (packages 3 and 4) is part of a series of 5 new expressways (or “high-speed corridors” as MoRTH now calls them) proposed for construction in India. Here’s a summary of everything: Click on the package number to see the list of bidders (to be updated as I post):
